Analysts Spot Russian Scare Strategy Against Cruise Missile Employment

Moscow is executing a psychological influence initiative of threats to prevent the US from delivering long-range missiles to Ukraine, as reported by defense experts. A high-ranking legislator remarked: “We understand these projectiles completely, their operational characteristics, methods to intercept them, we encountered them in the Syrian conflict, so this is not innovative. Those delivering them and those who use them will encounter difficulties … We will develop strategies to damage those who oppose our interests.”

Kyiv's Military Push Progress

Kyiv's troops were inflicting heavy losses in a military operation in eastern Ukraine, the primary conflict zone, the Ukrainian president reported on Wednesday. Zelenskyy's assessment, following a communication with his senior military officer, differed from Moscow's address to defense leadership a day earlier in which he said Russian troops held the military advantage in throughout the battle lines.

Based on evaluation from early October, defense researchers said Russia was suffering significant losses, particularly from drone strikes by Ukraine, in exchange for small operational progress. Defending units, the president stated, were “maintaining our defense along multiple fronts”, highlighting especially northeastern Kupiansk, a largely destroyed city in the northeastern front under sustained offensive operations for months.

Regional Conditions

Local authorities in Ukraine's southern region of Kherson said offensive operations on Wednesday killed three people in and around the regional capital of Kherson city. Administrative officials of Sumy region, on the northern frontier with Russia, said three individuals were killed in Russian drone attacks in various areas. Ukraine's air force said it neutralized or disrupted 154 out of 183 offensive unmanned aircraft during the night.

A Russian attack substantially impacted one of Ukraine's thermal power plants, officials reported on Wednesday. Two workers were injured in the attack, as reported by industry sources. They provided minimal specifics, including the site's whereabouts, but Ukrainian authorities said strikes hit critical utilities in Ukraine's northern Chernihiv, southern Kherson and south-eastern Dnipropetrovsk regions.

Public Effects

In the northern Ukrainian city of the Shostka area, significantly damaged by the military campaign against the energy infrastructure, officials have created emergency spaces where residents may find shelter, receive warm beverages, charge their phones and obtain emotional assistance, as reported by local official.

Diplomatic Response

Kyiv's representative to Nato on midweek called on European partners to step up purchases of United States armaments for Ukrainian forces. “The situation isn't that we prioritize US equipment over French or German or some other European weapons – the reality is that we are asking the America for systems that EU members can't provide,” said the diplomatic representative.

German federal police will shortly receive authorization to shoot down unmanned aerial vehicles, interior minister said on midweek, following multiple drone sightings believed to be foreign operations to conduct surveillance and threaten. Presenting proposed legislation, the official said police would be authorized “to employ sophisticated countermeasures against UAV risks, for example with EMP technology, jamming, GPS interference, but also with kinetic methods”.

European Defense Concerns

European leader said on midweek that Europe must enhance its defenses to counter Russia's “hybrid warfare” in response to airspace breaches, cyber-attacks and submarine infrastructure disruption. “This is not coincidental events. They constitute a systematic and intensifying operation,” the leader said in a presentation to the European lawmakers. “Two incidents are coincidence, but several, many, frequent – this is a deliberate and targeted ambiguous warfare operation against EU nations, and Europe must respond.”

Humanitarian Conditions

The Switzerland's administration has extended its temporary shelter offered to displaced Ukrainians to at least early 2027. Humanitarian status, which permits refugees to leave the country as well as be employed in Switzerland, is generally limited to one year but can be renewed. “The ruling demonstrates the ongoing unstable environment and ongoing military actions across significant Ukrainian territory,” said a Swiss government statement. “Notwithstanding international peace efforts, a lasting stabilisation that would allow for safe return is not projected in the coming years.”
